Try using a Frame 1 spread. I really don't see a reason to ever choose an IV frame other than 1 (or whatever your starting frame is).

Regular wilds are considered legit on emu. GBA breeding is known to be wonky on emulators. RAM hacked Pokemon are considered hacked.

I can't really understand what you're saying; all I get is "I'm hitting the wrong encounter slots". As the king of patience, take my advice: don't mess with Gen 3 encounter slots. They just suck. Period. If you are going to try, try something a lot sooner in for practice.

Uhhh... I've never heard anything about Synchronize not working on wilds in Emerald. It helped a lot when trying to get my breeding Ditto, which might have ended up as Method 4. Anyway, if results are wonky with Methods 2 and 4, try Methods H-2 and H-4.

In FrLg method determination is based on VBlanks. I would think either hard resets or battle videos would change that. As a last resort, you could try Pokémon Box.

You sure you're not hitting H-2? Some say Emerald is H-2 for wild encounters, though me and my friends have always had plain Method 2. As for the actual question, I hit Method 4 the most when trying to get my breeding Ditto, and it happened maybe 15% of the time.
