Cotton Guard definitely has, but I'm not sure it has been tested with Cosmic Power. I mean, there are more viable members (here's looking at you, Cresselia (got PP stalled into a loss by a Cosmic Power Cresselia (long story))), but that would absolutely work.

I agree with that. Baton Pass as an egg move is awesome, plus the already pretty good speed.

Many Thundurus follow the set of Tail Glow, Techno Blast (Chill Drive), Thunderbolt, and Topsy-Turvy, from what I've seen. Hell, that's my exact moveset.

No way to stop it? I've taken it down with my own personal Thundurus, as well as a Heatran a few times. And then there's Spore Technician Belly Drum Mach Punch Breloom, which can take it down semi-easily. EDIT: And I don't use rocks.
