    I just thought of this to possibly resolve the issue of Garchomp with Sand Veil being banned from OU. I say that the clause needs to be edited to the way it was with Drizzle and Swift Swim - Instead of banning Swift Swim or Drizzle, just make them illegal on the same team. This policy would work...
