Welcome to Smogon! Take a moment to read the Introduction to Smogon for a run-down on everything Smogon, and make sure you take some time to read the global rules.
Okay, ice beam blissey is kinda great, as it can threaten a lot of mons that it otherwise couldn't. Tusk, moon, enamorus, dragonite, dragapult, gliscor, lando-t, meow, raging bolt, rilla, serp and ting all get threatened by ice beam. Pair that up with flamethrower, and blissey can be kinda a threat.
I used it to threaten out gliscor, but look at these calcs against these mons:
0 SpA Blissey Ice Beam vs. 252 HP / 0 SpD Great Tusk: 170-202 (39.1 - 46.5%) -- guaranteed 3HKO after Leftovers recovery
0 SpA Blissey Ice Beam vs. 0 HP / 4 SpD Roaring Moon: 102-120 (29 - 34.1%) -- 1.6% chance to 3HKO
0 SpA Blissey Ice Beam vs. 244 HP / 16 SpD Gliscor: 256-304 (72.7 - 86.3%) -- guaranteed 2HKO after Poison Heal
0 SpA Blissey Ice Beam vs. 0 HP / 4 SpD Dragapult: 130-154 (41 - 48.5%) -- guaranteed 3HKO
0 SpA Blissey Ice Beam vs. 0 HP / 4 SpD Meowscarada: 136-162 (46.4 - 55.2%) -- 66% chance to 2HKO
0 SpA Blissey Ice Beam vs. 0 HP / 0 SpD Rillaboom: 136-162 (39.8 - 47.5%) -- guaranteed 3HKO after Grassy Terrain recovery
0 SpA Blissey Ice Beam vs. 64 HP / 0 SpD Raging Bolt: 112-134 (27.5 - 32.9%) -- guaranteed 4HKO
0 SpA Blissey Ice Beam vs. 0 HP / 0 SpD Multiscale Dragonite: 102-122 (31.5 - 37.7%) -- 89.2% chance to 3HKO
0 SpA Blissey Ice Beam vs. 0 HP / 4 SpD Enamorus: 124-146 (42.9 - 50.5%) -- 1.2% chance to 2HKO
0 SpA Blissey Ice Beam vs. 252 HP / 0 SpD Landorus-Therian: 248-292 (64.9 - 76.4%) -- guaranteed 2HKO
0 SpA Blissey Ice Beam vs. 0 HP / 0 SpD Serperior: 108-128 (37.1 - 43.9%) -- 99.8% chance to 3HKO after Leftovers recovery
0 SpA Blissey Ice Beam vs. 252 HP / 252+ SpD Vessel of Ruin Ting-Lu: 66-78 (12.8 - 15.1%) -- possibly the worst move ever (lmao, ignore this calc)
Although most of these calcs are not OHKOs, at worst you are doing 30%, though most are 2hit kos (except one). It can screw people over a lot, and I find it very enjoyable to see things that would usually switch into blissey just die.
you can screw people over with it even more by swapping out natural cure for serene grace, which bumps ice beam's freeze chance up to 20% and makes it an actual problem

Cm icebeam can 1 v 1 gholdengo.. It doesn't even need to PO stall it.. Doing some damage is big... After recover gets stalled out bliss will beat ghold.. Pretty crazy...

After gouging fire test I think.. Hopefully so.. Mon is so broken that it has broken the tiring system by juggling between NU RU and OU.. Every other month... Cm at +6 sp. Atk ice beam does OHKO a gholdengo after it eats a great tusk Headlong Rush!! It forces people to run sub cm blissey to beat opposing blissey.. And restalk Psyshock cm clef can pp stall ig...
I have a solution however.. Unban Ho-Oh so that we could deal with this menace which would be banned otherwise. It eats two +6 ice beams and threaten bliss back hard.. Oh and maybe add arceus bug too as we can't be too safe against it
https://replay.pokemonshowdown.com/gen9ou-2042504219 The team used in the replay could be optimized a bit, but its way too easy to get crazy freezes/para's with serene bliss beam thunder, over the course of like 80 turns+
unironically stall players need to start abusing this and just outplay on absorbing status, otherwise your losing out on free win cons that can't be bypassed with skill

Shaymin Sky advocating for Serene Grace Hax, there's something I would never have expected to see.
Actual talk though I do wonder if sets based on procs like this could have a place on Bulkier/Stall teams. With how offensive and momentum driven the Meta is right now, one turn of Paralysis proccing or a Freeze barring an attack could throw a game plan off massively, whereas Stall teams are built to last through worst case scenarios and thus these procs would mostly be a pleasant surprise for them if they occur.
Okay, this is madness. I can kinda get fly, that gives you stab and you can use power herb for it. Giga impact you could use as a last resort move with tera normal to deal big damage as you faint.
Outrage idk what the fuck they doing. Just use play rough my god. This is worse than the time I saw a contrary calm mind enamorus.

maushold users will know that that 90% accuracy is less than you'd think. The amount of times I missed a 1-hit pop bomb when trying to simply revenge a hamurott is absurd.

In the same match I used defog against the enam and gave it a +1 evasion boost. I was so scared for a second but luckily I was able to hit it enough to ko it.

It's the same reason why I cannot justify placing Meow higher than Weavile on the basis of Triple Axle alone. It misses too often, and it's honestly one of the more accurate power moves. At least Weavile has Icy Shard.

Honestly, I miss offensive Blissey. Like it was so cool you could take any hit and respond with offensive pressure, that was so cool to do.
I wish Blissey wasn't relegated to stall, it would be so good for blanket checking special threats.

Wouldn't it be better with evs in Def rather HP ? In terme of overall bulkiness I guess It's better. And Modest as you trailblaze is just for the speed boost not the damage (loosing a bit on special but gaining much more on physical side)
