Does the Sw/Sh ingame tierlist thread even exist? It looks like the main issue is the wild area which can be completely ignored, so can't we just exclude wild area spawns and focus only on route spawns. Anyway, I pretty sure Arcanine & Excadrill are easy picks for S-tier, especially in shield.
